NCERT Doctoral Fellowship 2011

The National Council of Educational Research and Training (NCERT) is an autonomous organization set up by the Government of India to advise and assist the Ministry ofHuman Resource Development at the center, and Education Departments of States/Union Territories in formulation and implementation of their policies and major programmes in the field of education, particularly for qualitative improvement of school education. The major constituent units of the NCERT are: (1) National Institute of Education (NIE), New Delhi, (2) Central Institute of Educational Technology (CIET), New Delhi, (3) Pandit Sunderlal Sharma Central Institute of Vocational Education (PSSCIVE), Bhopal, (4)Regional Institute of Education (RIE), Ajmer, (5) Regional Institute of Education, Bhopal, (6) Regional Institute of Education, Bhubaneswar, (7) Regional Institute of Education, Mysore, and (8) North-East Regional Institute of Education (NERIE), Shillong. Among several activities, the NCERT and its constituent units undertake, aid,
promote and coordinate research in areas related to school education.

The NCERT has brought out National Curriculum Framework 2005 (NCF-2005), which has enabled a fresh discourse and new ideas on education in India. With a focus on the child, NCF-2005 stresses the need for a perspective on how children learn and environments to enable this process within larger concerns of equality and justice in a democratic society. The document further emphasizes the understanding of curricular andpedagogic practices, and social and cultural factors that influence and mediate these processes in diverse contexts. There is a need to develop a body of knowledge that enhances our understanding of the concerns expressed in NCF-2005. Towards this end, the NCERT intends to offer fellowships, named as NCERT Doctoral Fellowships, for conducting research at the doctoral level.

Applications are invited for the award of 10 NCERT Doctoral Fellowships in the field of education and other disciplines directly related to education. The fellowships are intended for young aspirants to pursue doctoral work in a recognized university/ research institution of their choice. Young scholars from different disciplinary perspectives will be encouraged to enter and research the field of education. Objectives of the Scheme:
(a) To provide opportunities to young scholars to research the field of education from different disciplinary perspectives.
(b) To build the knowledge base of education in the contemporary context. Scope of the Scheme
The NCERT Doctoral Fellowships are intended to enable young scholars topursue doctoral research in education and other related disciplines. Doctoral Fellows can pursue their work in a recognized university/ research institution of their choice. The NCERT encourages original thinking in conceptualization of the problem and use of innovative methodology in conduct of the research related to school education.

Priority Areas
Fellowships will be given in the following priority areas emerging from the concerns expressed in NCF-2005.
1. Education of the Disadvantaged: Disadvantages of different kinds because of belonging to scheduled and backward castes, scheduled tribes, and minority communities, and due to gender, disability, and living in difficult circumstances.
2. Classroom Processes and Practices: Multi-grade teaching, over-crowded schoolrooms, medium of instruction, languages used in the class, teachinglearning process, teacher concerns, evaluation practices, disciplinary techniques, and space and time management.
3. Curricular Areas: Teaching of science, mathematics, languages, social sciences, arts and crafts, work and vocational education, environmental sciences, and health and physical education.
4. Education for Peace: Conflict and its resolution in different spheres, problem of violence, respect for cultural diversity, values for living in harmony with people and nature, child rights, and sustainable development.
5. Psycho-social Development of Children: Development of self, relationships and social skills, understanding and cognitive skills, communication skills, leadership, decision making, and coping with stress.

Eligibility
1. Good Academic record with at least 55% marks at the Master’s degree level.
2. Candidates should not be more than 35 years of age as on the last date of receipt of applications.
3. Candidates registered for Ph.D. degree in a recognized university/ or working toward their Ph.D. registration are eligible to apply.

Selection Procedure
The procedure for short listing of applicants will be designed by NCERT. Short listed candidates will be required to appear for an interview, which may also include presentation of the proposals. Candidates will be paid second (sleeper) class train fare by the shortest route for attending the interview-cum-seminar.


Reservation of Seats
The statutory provisions for reservation of seats will be available to the candidates belonging to different categories.

Fellowship Amount
NCERT Doctoral Fellows will receive a fellowship of Rs. 12,000/- per month (equivalent to UGC Junior Research Fellows) for a maximum period of three years during the period of registration. They will also receive a contingency grant of Rs. 10,000/- per annum during this period. The fellowship will commence from the date of joining by thecandidate after completing the registration formalities for Ph.D. and terminate at the end of three years from the date of joining or with the submission of the doctoral thesis which ever is earlier.


Disbursement of Fellowship
The NCERT will credit the monthly fellowship to the savings bank account of the Fellow. For this, each Fellow will be required to maintain an account with the State Bank of India. The Fellow will be required to submit a ‘Certificate o Attendance and Satisfactory Work Performance’ to NCERT on a quarterly basis. Release of the monthly fellowship from second quarter onwards will be subject to receipt of the said certificate. Annual contingency grant to the extent of actual expenditure incurred but not more Rs.10,000/- per annum will be credited to the account of the Fellow after receipt and scrutinyof the bills/vouchers submitted by the fellow duly signed and countersigned by thesupervisor and Head of the Department.

Research Advisor
NCERT will appoint a Research Advisor for each Doctoral Fellow from a Panel of Experts (both from within and outside the Council) prepared by it. The Research Advisorwill work along with the thesis supervisor appointed by the University/ ResearchInstitution where the Fellow is registered. The details of this arrangement will be worked out in consultation with the concerned universities.

Monitoring of Work
Doctoral Fellows will be required to submit six monthly progress reports duly forwardedby their supervisors/ Head of the Department and Research Advisors to NCERT. A Committee of Experts will review the progress. Also a research colloquium will be heldannually where Fellows will present the progress of their research. If the progress of theresearch is found unsatisfactory, NCERT reserves the right to terminate the fellowship at any point of time.


Leave Rules
Leave rules as prescribed in case of UGC Junior Research Fellowship will be applicable. Further, NCERT Doctoral Fellows will not accept any other remunerative assignment during the period of fellowship.

Publication of the Thesis
After the award of Ph.D. degree, the Doctoral Fellows will be required to submit a copy of the thesis (along with a CD) to NCERT. NCERT will consider publication of the completed research in an appropriate form. The Fellow can apply for permission to publish his/her work elsewhere.



Application Procedure
Application should be made in the prescribed format, which along with the information brochure, can be downloaded from the NCERT website or can be obtained by post.

Completed application forms should be accompanied by a concept paper of about 1500 words on the theme of the proposed research, which should contain statements about (a)rationale and objectives of the study, (b) conceptual framework, (c) proposed methodology, and (d) potential contribution of the study. Attested copies of all mark sheets/certificates and proof of Ph.D. registration (if already registered) should also be sent with the application at the following address.

Admissions at IISERs

Admissions at IISERs
Indian Institutes of Science Education and Research (IISER) at Bhopal, Kolkata, Mohali, Pune and Thiruvananthapuram have notified the admissions to their 5 year BS-MS Dual Degree Programmes for 2011-12, with major in Biology, Chemistry, Mathematics and Physics. IISER Kolkata offers major in Earth Sciences also. Admissions to IISERs are offered through three different channels or streams. The first stream is the ‘KVPY’.

Those selected under the ‘Kishore Vaigyanik Protsahan Yojana’ (KVPY), a Programme of the Department of Science and Technology, Government of India, to encourage students of Basic Sciences, Engineering and Medicine to take up research careers in these areas, can apply through the KVPY stream. (Details of the Scheme are available at www.kvpy.org.in/main/. Applicants under this scheme should belong to SA(2009)/SX(2010)/SB(2010)/SP(Passed 10+2 in 2010/2011).

IISER application window for those applying under the KVPY stream will be open between 21st March and 23rd June 2011. Applicants may visit the link http://iiser-admissions.in/applykvpy.php and submit the online application as per the instructions given at the link.

The second stream of admission is the ‘IIT-JEE’ stream. Those who have a rank in regular merit list of IIT-JEE and have scored 60 % marks in class XII are eligible to apply under this scheme. Online Application for IIT JEE Stream commences on 9th June 2011 and closes on 23rd June 2011 at http://iiser-admissions.in/applyjee.php.

The third stream of admission is the ‘State/Central Board’ stream. Those who have completed Class XII in 2010 and Class X in 2008 as well as those completing Class XII in 2011 and have completed Class X in 2009, as per the Cut-off percentage of marks fixed for the INSPIRE Scholarship of DST, given at http://www.inspire-dst.gov.in/Inspire-Advertisement.pdf can apply under this stream. OBC (Non-creamy) applicants will get a 5% relaxation in the DST cut-off score. The cut-off for SC/ST applicants is 60% in Class X and Class XII for all Boards. Online Application for State & Central Boards commences 15th June 2011 and closes on 8th July 2011.

Those applying under the ‘State/Central Board’ stream must also qualify in the IISER Science Aptitude Test to be held on 16th July 2011. Applicant may choose an IISER of his/her choice for the Aptitude test, at the time of applying.

IISER aptitude test for State/Central Board stream will be based on Class 11th and 12th Standard syllabus in Biology, Chemistry, Physics and Mathematics on the pattern of CBSE syllabus. The Test will have a paper of 2 hours duration with equal weightage for Biology, Chemistry, Physics and Mathematics. Sample questions are given at http://iiser-admissions.in/faq.php

A student may apply through one or more channels. However, separate application has to be submitted for each channel. Each IISER admits a total of 100 students. A maximum of 125 students each will be admitted under the KVPY and IIT-JEE Streams. The rest of the seats will be for the ‘State / Central Board Stream. IISER students are required to stay in campus hostels.

Reservation policy of Government of India will be followed for admission. Accordingly, 15% seats are reserved for SC; 7.5% for ST and 27% for OBC (Non-creamy). Reservation for the PD candidates will be 3% in each category.

Subject to satisfactory academic performance at IISER, all students admitted to IISERs are eligible for INSPIRE/KVPY Scholarship of Rs. 5000/- per month. More details can be found at www.inspire-dst.gov.in/scholarship.html and www.kvpy.org.in/main/fellowship.htm Application can be submitted only online at the applicable links at www.iiser-admissions.in. Application fee for each admission channel is Rs. 500/- for General/OBC applicants and Rs. 250/- for SC/ST applicants.

As per the procedure for KVPY stream, on applying online, after submission of all the details asked, the applicant may ‘Preview’ the form and use edit button and revise/modify the Online Application Form entries, if needed. If satisfied, the applicant must click on the ‘Submit’ button on the preview screen. Subsequently, the applicant will get an ‘Application Number’ and the ‘Login Password’, to login to the admission website. [The candidate will have to use this Password for all subsequent access to the admission website. If the applicant forgets the password, he/she may go to the ‘Applicants Login’ page and click Forgot Password link. Password will be sent to the applicant by email].

The applicant will then be prompted to get a ‘Bank-Pay-in Slip’. This has to be printed and the fee paid with this slip at any branch of State Bank of India. Applicant should write down the Bank Branch Code and date of deposition on the pay-in-slip. An additional amount of Rs.50/- will be charged as bank commission. While accepting the application fee, the bank will give a Unique Journal Number on the pay-in-slip. Applicant must ensure that the bank official has entered the Unique Journal Number on the counter foil of the pay-in-slip.

After making the payment, the applicant must go to the ‘Applicants Login’ page where the applicant will have to provide the Application Number and the Password to login. He/She should then enter the Unique Journal Number given by the Bank on the pay-in-slip, Bank Branch Code and the date of deposition and ‘Submit’. The applicant will be prompted to get his/her completed application which may be printed on a good quality A4 size paper. The applicant must paste a recent good quality colour photo of size, 3.5 cm x 4.5 cm in the space provided in the printout. The candidate and his/her parent/guardian should sign at the bottom of the printed application. The printout along with the counter foil of bank pay-in-slip may be retained by the applicant and has to be brought for verification at the time of counseling.

Applicant can choose any one of the IISERs for counseling while applying. Only short-listed candidates will be called for counseling. A non-refundable fee of Rs. 1000/- for General/OBC applicants and Rs. 500/- for SC/ST will be the fee for counseling. Choice of IISER can be given based on the preference, at the time of counseling. Allotment will be made on the basis of the applicant's choice and rank. Allotment made to an IISER is final. No application for transfer to another IISER will be entertained.

There will be two stages of the Common Entrance Test. Only qualified candidates of Stage I will be allowed to appear in Stage II Entrance Test of MBBS.

Eligibility Criteria

Nationality: Candidate should be an Indian citizen. Non-Resident Indians (NRIs) are not eligible.

Age: Candidate should be of 17 (Seventeen) years as on the 31st December, 2011.


Essential Qualifications: Candidate should have passed the 12th Class under the 10+2 Scheme / Senior School Certificate Examination or Intermediate Science (ISc) or an equivalent examination of the recognised University/Board of any Indian State with Physics, Chemistry, Biology and English (Core or Elective or Functional).

IIT Kharagpur has invited applications for admission to the Joint Masters and PhD programme in Engineering and City Planning for the admission year 2011-2012.



Under this programme, at the end of first year, interested students having CGPA 8.0 and above are eligible to appear for written test and/or interview to judge their suitability to enroll for PhD. Those who do not qualify for PhD can continue with their two-year MTech / MCP programme.


Students selected for PhD will have to complete the two year academic requirements of MTech/MCP programme before enrolment for PhD. For these students the MTech / MCP and PhD degree will be awarded together upon successful completion of PhD.

Eligibility:

The programme is open to candidates of all categories with Bachelor’s Degree in Engineering / Technology / Architecture / MSc or equivalent professional degrees (AMIE, etc.) and having a valid GATE score. Candidates must have a minimum of 60% marks (or equivalent CGPA) in the Final Qualifying Examination for GN/OBC Categories and 55% marks (or equivalent CGPA) for SC/ST Categories. All selected candidates have to produce the certificate with regard to the marks secured in the final qualifying examination by 31 October, 2011. Seats are reserved for OBC/SC/ST candidates and persons with disability (PD) as per Government of India rules.


Selection Procedure

Selection is based on performance in GATE and Personal Interview of short-listed candidates. Marks obtained in GATE and in personal interview will have 70% and 30% weightage respectively. Personal interview will be held to test the following: (a) Motivation and aptitude for the programme (b) Oral communication skills (c) Skills in basic science, engineering, and relevant areas.


Personal interviews will be conducted at IIT Kharagpur.


Applicants with professional qualifications or with XE/XL paper in GATE and short-listed sponsored candidates need to qualify through personal interviews and/or test at IIT Kharagpur.


Sponsored Candidates:

An applicant employed in an industry or any other recognized organization/institution with at least two years of experience are eligible for admission to the Joint MTech / MCP-PhD programmes provided the applicant is sponsored by the employer. The applicant should have scored at least 60% marks (or equivalent CGPA) for GN/OBC Categories, 55% marks (or equivalent CGPA) for SC/ST Categories and 55% marks (or equivalent CGPA) for Master's degree holders in Arts or Social Science subjects) in the qualifying degree examination. NET qualified applicants are eligible for admission to MCP Programme. For sponsored applicants GATE score is not mandatory and they are not eligible for assistantship.

Eligibility for UG Courses:
Higher secondary or equivalent qualifying examination with 50% of aggregate in Physics, chemistry and Biology (Botany and Zoology) for MBBS and BDS Degree Course. 45% or aggregate in Physics, chemistry, Biology (Botany and ZoologyO and English for B.Sc (N) and a pass in Higher Secondary Course Examination for BPT Degree course. The candidates age shouldbe not less than 17 years as on 31-12-2011.
*candidates belong to Schedule Cast, ST or other backward classes the minimum marks for admission shal be 40% in lieu of 50% for General Category.



APPLICATION FORM: - Brochure and Application form for MBBS and BDS may be obtained in person on payment of Rs.1000/- by cash and Rs.500/- for B.Sc. (N) and BPT Degree courses. FOR B.TECH - BIOTECHNOLOGY, BIOINFORMATICS AND BIOMEDICAL COURSES

FOR BACHELOR OF DENTAL SURGERY (BDS) COURSE

* Should have passed in HSC (10 + 2) from any State board or CBSE/ICSE with Biology, Physics, Chemistry, with a minimum aggregate of 60% in Biology, Physics and Chemistry.

FOR BACHELOR OF EDUCATION (B.Ed) COURSE

* Should have passed any Bachelor’s Degree (except in Commerce and Economics) from a recognized University in the stream of 10+2+3.
* For Commerce and Economics courses, Post Graduates are eligible.
* Candidates who are appearing for final Semester / year Degree Examination in March/April, 2011 can also apply and their admission is subject to successful completion of the Degree with a minimum of First Class.

How to Apply
To apply for Entrance Examination, the eligible candidate may choose any one of the following options :


1. PURCHASING APPLICATION FORM :
Eligible candidates can buy the application form on payment of Rs. 500/- at the major Post Office and Indian Bank Branches, throughout India. Filled in applications should be sent to "Sathyabama University, Jeppiaar Nagar, Rajiv Gandhi Salai, Chennai 600119", so as to reach on or before 30th March, 2011.

APPLICATIONS RECEIVED AFTER THE DUE DATE WILL BE SUMMARILY REJECTED

Students who apply by purchasing the application (at the major Post Office and Indian Bank Branches) can get their hall ticket by post. In case of postal delay, they can even download their Entrance Examination Hall ticket from University website, after 23rd March, 2011.


2. ONLINE APPLICATION :
Student can also use Online application available at www.sathyabamauniversity.ac.in.

Students opting for online application should fill in the application, and should verify all the details entered. After the verification of the details, payment of Rs. 500/- should be made either by using Net Banking Facility/Credit Cards(VISA only)/Debit Cards(VISA only) or by challan payment at any one of the Indian Bank branches.

Students using Online application can download their Entrance Examination Hall tickets at the University website, after 23rd March, 2011.

APPLICATIONS WITHOUT FEE PAYMENT WILL NOT BE CONSIDERED FOR WRITING ENTRANCE EXAMINATION..
