REQUEST FOR PROPOSAL (RFP) FOR JOINT  R&D ACTIVITIES UNDER THE TWINNING PROGRAMME FOR SCIENTISTS WORKING IN NORTH EAST STATES

Under the Special Programme for the North East, R&D proposals with strong Biotechnology intervention are invited in the field of Biological Sciences from Indian Scientists, working on a regular basis, in Universities / Colleges / Research Institutions in any of the North Eastern States (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura), in collaboration with Scientists from National Institutions from any part of the country (Other than NER institutions) in any of the broad areas of:
Medical Biotechnology
Plant Biotechnology
Animal Biotechnology
Aquaculture and marine Biotechnology
Environmental Biotechnology
Health Care including alternative Medicine
Bio-medical Engineering
Bio-pharma
Bioinformatic, computational and Systems Biology
Food and Nutrition Biotechnology
Bio-energy and Bio-fuels, and 
Industrial Biotechnology

Trie Joint R&D projects may involve partners from R&D Institutions, Universities and Colleges as partners in the consortium projects. The goal of this programme is to help establish and strengthen Biotechnology based R&D activities in the North East through joint ventures (Twinning Programmes). However, the "Center of gravity" of the research activity should remain in the North East and more than 50% of the total budget of the project must be proposed forthe NER institutes.

Please ensure that you write at the top of the application "Twinning Programme for the NE-2012" and mention the broad subject area. The proposals will be evaluated by the committee of experts. The Investigators of the shortlisted proposals may be required to make presentations before the committee. Provision in the proposal should be made for visits of Pis and the staff from NER to the Collaborating Institute and vice versa. Principal Investigator should not have more than 3 research projects as a PI and 5 research projects as a CoPI with DBT. This may be relaxed based on the strength of the individual investigators.

The information in the application should be clearly given in two parts - one, pertaining to the Parent Institution in the NERand the other regarding the Collaborating Institution. 

The detailed proposals (two hard copies) as per the format (http://www.dbtindia.gov.in/twinning2012.doc) or (http://www.btisnet.gov.in/twinning2012.doc) signed by the collaborating Pis and duly endorsed by the respective Heads of the Institutions should reach Dr. Vaishali Panjabi, Scientist "C", North East Region Biotechnology Program Management Cell (NER BPMC), A-254, Bhisham Pitamah Marg, Defence Colony, New Delhi - 110024 by June 4,2012. A soft copy of the proposal is also required to be sent to nerbpmc@dbt.nic.in.
