NOTIFICATION FOR ADMISSION TO M. Phil PROGRAMME – 2012-13

Applications are invited from eligible candidates for admission to M. Phil Programme in the  University  Teaching  Departments  [viz,  Arabic,  Bio-technology,  Botany,  Chemistry,
Commerce, Economics, Education, English, Folklore Studies, Hindi, History, Journalism & Mass
Communication, Library & Information Science, Life Sciences (Physiology, Microbiology and
Biochemistry),  Malayalam  &  Kerala  Studies,  Mathematics,  Nano  Science  &  Technology,
Philosophy,  Physics,  Physical  Education,  Psychology,  Russian  &  Comparative  Literature,

Eligibility
Candidates who possess Master's Degree in the subject concerned or any other relevant
subject approved by the Board of Studies of this University or equivalent degree of any other
Indian or Foreign Universities with not less than 55% marks are eligible to apply for the same.
For  OEC  candidates  5%  mark  relaxation  shall  be  given.   In  the  case  of  candidates
belonging  to  SC/ST  category  and  teachers  under  FIP  Scheme,  a  pass  in  the  qualifying
examination is sufficient.


Entrance Examination
Admission will be on the basis of an entrance  examination  conducted  by respective
Departments. The entrance test shall consist of objective and descriptive type questions of 50
marks each, and the duration will be two hours.

Candidate who secures 50% marks and above in the entrance examination alone are
eligible for admission to M. Phil course.  Candidates belonging to SC/ST category, however,
need only 35% marks to qualify in the entrance examination.  Teachers of affiliated colleges
(under FIP Scheme) are exempted from the entrance examination.
Out of the total number of seats in each Departments 50% shall be reserved for students
and 50% for teachers under FIP Scheme.  If there is no eligible candidate in any category,  the
other category shall be considered.-2-
The  prescribed  application  form  for  Entrance  Examination/Admission  to  M.  Phil
Programme  and  vacancy  position  can  be  downloaded  form  the  University  website
(www.universityofcalicut.info).  The filled in applications shall be forwarded to the concerned
Heads of Departments of the University on or before 10-08-2012 along with the original chalan
receipt for Rs.50/- remitted towards fee to Calicut University Fund.

The MBA Aviation Management is designed to prepare those who already hold leading positions or who are aiming to do so to meet this challenge. The course contains elements of international management and leadership and is based on essential areas of aviation seen from the perspective of the sector’s key players, namely airlines, airports and air-traffic controllers. Students will experience important aspects of personal development and be instructed in the methodology associated with the aviation sector.

The MBA study programme is designed for current and future executives with an international focus who wish to improve their career chances. Typical participants will be those already working in the aviation sector for airlines, airports, air-traffic controllers, forwarding and handling agents, integrators, aircraft manufacturers, service companies and consultants.  In addition, the programme caters to executives in associations, high-ranking civil servants and specialists working for government agencies at the regional or national level. 
The target group can be extended to include managers from South Asian Association for Regional Cooperation (SAARC) countries. Especially the latter would benefit from the fact that the programme will be conducted in English and organised in two two-week blocks per semester. 
Please note that the programme is also open to persons holding a non-business degree, e.g. engineers, natural scientists, mathematicians, social scientists and members of the legal profession.

The part-time study course is divided into 4 semesters (24 months). Teaching will take place in two two-week blocks per semester in our office at the German Center for Industry and Trade in Gurgaon and the last block at the UPES Campus, Dehradun.

1.   Eligibility for Application:
             A candidate who has passed the Post-graduate Examination in any discipline of Mahatma Gandhi University or of other Universities recognized as equivalent thereto securing not less than 55% marks in the aggregate shall be eligible to apply for registration for Ph.D.  For SC/ST candidates, the minimum marks required for application is 50% in the aggregate in the Postgraduate Examination.  Provided, however, that MBBS, BAMS, BHMS and BDS degree holders who have secured not less than 50% marks for their final
examinations shall be eligible for registration for Ph.D Provided further that CA qualified candidates, that is, a person whose name has been entered as a member  in  the  Register  maintained  either  by  the  Institute  of  Chartered Accountants of India or by the Institute of Cost and Work Accountants of India  shall  also  be  eligible  to  apply  for  registration  for  Ph.D.  When  the application is made for registration at an approved Research Centre other than the University Departments,  the application shall be accompanied by letters of consent from the Head of the Research Centre (The College Principal in the case of an affiliated college centre) where the applicant proposes to work as well as from the Supervising Teacher under whom he/she proposes to work.

2.    Mode of Admission:        Admission to the Ph.D programmes shall be made on the basis of (a) the
qualifying  degree marks;   (b) a written aptitude  test; and (c) an interview.  

However,  UGC-CSIR  JRF  candidates  (and  awardees  of  other  similar  Fellowship.  Including the KSCST and INSPIRE Fellowships) and UGC Teacher Fellows can be  admitted directly into the Ph.D. programme.  They are not required to appear in  the written test and shall be accommodated against available seats, provided the Doctoral Committee is satisfied with their performance in the interview.

3.   Aptitude Test/Interview:
Only candidates who acquire 50% marks in the written test will be called for the interview.  The following University Departments shall conduct the research aptitude tests in the subjects indicated:

4.   Exemption from the Written Test:
Apart from JRF candidates and UGC Teacher Fellows, the following categories  of  candidates  are  exempted  from  appearing  for  the   Written Aptitude Test.
a) M.Phil  and  M.Tech  (all  disciplines),  MD  (Medicine)  and  MS (Medicine) holders in the subject of research concerned. 
b) Regular and permanent teachers from the Government and Aided Colleges  affiliated  to  Mahatma  Gandhi  University  and  from  the University Departments.
c) Candidates  who  have  become  qualified  in  the NET/SLET/GATE/GPAT  or  other  Tests  conducted  by  such Government bodies as UGC, CSIR, ICAR, and ICMR.
d) Scientists from Accredited R&D Institutions.
e) Candidates who hold a valid certificate for having qualified in the Research Aptitude Test conducted by Mahatma Gandhi University.

5.   Fellowships:  
University Junior Research Fellowships shall be made available to a limited number of candidates registered for Ph.D each year.  Selection in this regard shall be made on the basis of merit from among the candidates other than UGC Teacher Fellows and holders of JRF and other Fellowships.  The University shall determine annually the number of such fellowships on the basis of funds available and notify them separately.

6.   Registration for Research:All candidates admitted to the Ph.D programmes of the University shall be registered  as  full  time  research  scholars,  except  regular  and  permanent teachers  from  the  Government  and  Aided  Colleges  affiliated  to  Mahatma Gandhi  University  and  from  the  University  Departments,  who  shall  be granted part-time registration if they so desire. 

7.  Course Work:
Each student, other than regular and permanent teachers from the Government and Aided Colleges affiliated to Mahatma Gandhi University and from the University Departments (who shall be granted part-time registration if  they  so  desire)  admitted  to  the  Ph.D  programme  shall  be  required  to undertake course work for a period of one semester within a continuous period  of  two  semesters.   The  course  work  shall  be  organized  by  the University  Departments  for  students  registered  at  the  Departments.

Students registered at approved Research Centres shall undergo course work at  their  own  Centres.   The  course  work  shall  have  the  following  three components:
a) A course in Research Methodology : There shall be two courses for the  students  to  choose  from:   one  common  for  the  disciplines coming under the  science stream and the other common for all the disciplines coming under the non-science stream.
b) A course  on recent developments in the broad discipline.
c) A course in the area of research which will include detailed review of the current status of scholarship in the area.
Candidates with M.Phil shall be exempted from courses (a) and (b).  The course work in their case shall be limited to the third course (course c).  A Ph.D candidate in a University Department who fails to acquire the minimum GPA of 5 (45%  in the case of Ph.D Candidates in other approved Research Centres) can avail of another chance to improve his/her GPA/ percentage of marks by repeating the end-semester exams for the courses to be held a year later.  No further chance for improving the evaluation of the course work shall be given.  Such candidates cannot continue Ph.D research. 

8.   Place of Research:
Research shall be carried out by a Research Scholar in a University Department  or  in  a  Research  Centre  in  an  Affiliated  College  or  in  an institution recognized as a Research Centre under these regulations.

9.   Part-time Research:Registration for part-time research shall be granted from the beginning only to regular and permanent teachers from the Government and Aided Colleges affiliated to Mahatma Gandhi University and from the University Departments.   All  other  applicants  shall  initially  be  granted  full-time registration.   The  following  categories,  however,  are  eligible  to  apply  for conversion of their research to part-time after completing six months or on successful completion of the course work whichever comes later:
a) Regular  employees  working  in  Government/Quasi-government institutions.
b) Teachers working in Government and Aided educational institution in the state.
c) Teachers working in the institutions run by the University.
d) Scientists  working  in  accredited  R&D  institutions  and  Clinical Psychologists  attached  to  Government/Quasi-government organizations.

10.   Other conditions:
a) Persons applying for conversion of their research to part-time shall produce a “No Objection Certificate” from their employers.
b) Foreign candidates shall be registered for research only if they are on  visas  issued  for  research  scholars/students  and  with  the necessary clearance from Government of India.
c) Conversion of research from full- time to part-time shall be granted by the Vice-Chancellor on the recommendation of the Supervising Teacher and the Head of the Research Centre.

11.   Allocation of Supervising Teachers:
The allocation of the Supervising Teacher for a selected candidate shall be decided by the Doctoral Committee in a formal manner in the interview.
The  allocation  will  depend  on  such  factors  as  the  specialization  of  the supervisors  and  the  research  interest  of  the  candidate.   The  Doctoral Committee can consider allocating a co-guide to a candidate in addition to the Supervising Teacher.12.   Period of Research:
i)    The  minimum  period  of  research  required  by  a  candidate  for submission of thesis from the date of registration shall be two years (4 semesters) for M.Phil, M.Ed., M.Sc. (by research), Master of Letters and
M.Tech.degree holders if the research is in the subject in which the candidate has taken the above qualifying degree.  In all other cases, the minimum period of research required is three years (6 semesters) for thesis submission.  This is inlusive of the period spent on course work.
ii)     The maximum period of research shall, if the period is not specified   otherwise, generally be five years (10 semesters) for full-time and   eight years (16 semesters) for part-time research.  On expiry of this        period a candidate’s registration will lapse, provided that it shall be competent for the Syndicate to extend the period of registration by a maximum period of one year on the recommendations of the Doctoral Committee and also on payment of a fee for extension.  The registration shall automatically lapse after expiry of the maximum  period.

13.   Restriction on Employment:
A full time research scholar shall not engage himself/herself  in any other employment except in imparting instruction in an honorary capacity on a topic which forms the subject matter of his research in the institution where he is working.

14.   Date of application:

The course contents of this one year training programme have been designed to fulfill the mandatory requirements of Indian Electricity Rules amended in 1981 to groom the students having the basic theoretical knowledge of Power Generation from their college with the latest technology of Operation & Maintenance of the Thermal power plants. After completion of the course, the Engineers would be eligible for operation & Maintenance of Power plants of Capacity 100 MW and above as the course is in line with the syllabus recognized by Central Electricity Authority (CEA).
The duration of the course would be 52 weeks having 2 semesters  comprising  class room sessions as well as on-the-job training. The students have to attend the on-job practice sessions in power plants, substations etc. Visit to some reputed manufacturing plants is also an integral part of the course. At the end of the course, 2 weeks Simulator training will be arranged in the Simulator having latest state of the art technology. To enhance the personal skills, some inputs  of management are also to be given to the students.



WHY YOU SHOULD JOIN CBIP FOR THIS COURSE?
India is growing at faster pace with a GDP of around 9% for the last 5 years.  To sustain this GDP it is necessary to have the growth of its power sector even at a higher rate. 
Indian Power industry, being highly capital intensive industry, is growing at a very fast rate of about 10% per annum. The present installed capacity of Indian power industry is about 202979.03 MW. To keep pace with the GDP growth of our country Govt. of India has a mandate of adding about 75,000MW to 100,000MW during the 12th (2012-2017) Five Year Plan and about same capacity during 13th Plan (2017-2022).Human resource development and capacity building in the present power scenario demands a very comprehensive and pragmatic approach to attract, utilize, develop, and conserve valuable human resources. Training, re-training, and career prospects are some of the important elements of  human resource development. By the working group on manpower planning in power sector it has been estimated that there is a shortage of skilled manpower which is fast emerging as a serious obstacle to the Govt. efforts to expedite the pace of power generation capacity addition in the country. Technically trained manpower comprising skilled engineers, supervisors, artisans/technicians and managers is required in every sphere of the power supply industry. The capacity addition along with commensurate Transmission and Distribution infrastructure leads to an estimated requirement of about 7.4 Lakh additional personnel for construction and O&M during 12th plan itself.
In order to mitigate the shortage of trained manpower Govt. of India has already taken many initiatives for providing training and developing the required manpower but the requirement of trained manpower is so high that there is a need of training/retraining of fresh and in service engineers and groom them by providing them the required training inputs and make them readily available for deploying them in the Power Sector as per its manpower requirements.
Hence, there is an ample scope of making a carrier in the Power Sector for the Engineers who undertake this programme.
In view of this CBIP has  taken initiative and launched  52 weeks Post Graduate Diploma Course in Thermal Power Plant Engineering as training in Power Sector is niche area of CBIP:
 The objective of the course is to develop groomed manpower for the power sector having high skills and confidence in running a Power Plant. After completion of the course the students would be readily available for the Indian Power Sector for taking over the charge of Operation & Maintenance of Power Plant equipments.
 The course satisfies the mandatory requirements of Rule 3 of Indian Electricity (Amendment) Rules, 1981 and Indian Electricity Act, 2003.
The course is also open for the sponsored candidates from SEBs and Power Utilities (Public & Private).
The present course is for 2nd batch for PGDC in Thermal Power Plant Engineering.


The course will be conducted under the supervision of experienced faculty who were the main initiators of this program in Indian Power Sector. Sh. C.S. Malik, Director, CBIP formerly Principal Director, NPTI and Sh. S.K. Ghosh, Adviser, CBIP, formerly Director, NPTI would be supervising this course.

COURSE CERTIFICATION
Certificate will be issued by  Central Board of irrigation & Power (CBIP) which is a reputed autonomous body in the field of Power & Water Resources having liaison with various Govt./Semi-Govt./Pioneer-Pvt. Sector Organizations including Central Electricity Authority, NTPC, NHPC, Powergrid etc.


PLACEMENT SERVICES
CBIP maintains close linkages with various power utilities and reputed companies of Indian Power Sector. Most of the Govt. utilities, IPPS, T&D utilities etc and other reputed manufacturing organizations of the above said field are associated with CBIP as member organizations and prefer to depute their Engineers to attend the training programmes/Workshops/ Seminars at CBIP. Though there is no commitment for placement of the candidates, CBIP would try its best and exploit all the opportunities for arranging campus interviews through its good networking with all of the power sector utilities/companies including reputed manufacturers. Almost all the candidates of 1st Batch of PGDC in Transmission & Distribution System have been placed in reputed organizations like WAPCOS, Powerlinks Transmission Ltd., Skipper Electricals India Ltd., Noida Power Co. Ltd. (NPCL), Indiabulls Ltd., Epsilon Asia, etc. Also the placement activities for the 1st Batch of PGDC in Thermal Power Plant Engineering have already been started and a good response from different organizations/independent power producers have already been recieved.


INFORMATION TO THE CANDIDATES
A) WHO CAN APPLY
 The candidates who have obtained B.E./B.Sc. (Engg.), A.M.I.E. or  equivalent degree in Mechanical/Electrical Engineering are eligible to apply for admission to this Post Graduate diploma Course. Those appearing in their final year examination may also apply. However, they must submit their degree/provisional degree at the time of counseling/start of the course.
 Graduate Engineers sponsored by State Electricity Boards/Power Utilities and Private Companies  with at least one year post qualification experience as on 01/10/2012 and minimum 60% marks in BE/B-Tech./equivalent degree.
B) COURSE FEES/PAYMENT OF FEE 
For non-sponsored candidates: Rs.1,50,000/- (to be  paid in 3 installments; 1st installment – Rs.60,000/- at the time of counseling (non-refundable), 2nd Installment –Rs.50,000/- latest by 07/01/2013, 3rd Installment – 40,000/- latest by 08/04/2013)
For sponsored candidates: Rs. 2,00,000/- (to be paid in full at the time of counseling)
Course fee includes the Simulator Training fee.

Travelling/lodging cost in case of outstation visits is to be borne by the students.

For foreign nationals: US$6,000/- (to be paid in full at the time of counseling)

C) SELECTION CRITERIA FOR ADMISSION
Admission will be given on the following basis:
I. 70% seats to be filled up based on the score card of GATE and PGDC CET-2012 with minimum 60% marks in various examinations from 10th onwards.
II. 30% seats from general applications based on the marks of 10th, 12th and Engineering Degree with minimum 60% marks in various examinations from 10th onwards.
Admission shall be subject to verification of documents. A candidate who is allotted a seat during counseling will be required to pay the 1st installment of fee (Rs.60,000/- for non sponsored candidate and Rs.  2,00,000/- for sponsored candidate) immediately without which the admission will not be confirmed.
D) TOTAL SEATS
Total No. of seats for the program is 60 (may vary). 10% of the seats are reserved for candidates sponsored from Power utilities having more than one year experience and more than 60% marks in Engineering Degree.
The seats of sponsored category can be filled by non-sponsored category and viceversa depending on the position of vacant seats.
E) AGE LIMIT
For the non sponsored candidates maximum age limit as on  07/07/2012 is 27 years. 
However, there is no age limit for the sponsored candidates.
F) COUNSELING
Counseling will be held at CBIP, Malcha Marg, Chanakyapuri, New Delhi, opposite to Carmel Convent, Malcha Marg between 10AM to 5-30PM. The candidates must appear in person  on the date of counseling  with all relevant original documents like Birth certificate, Educational qualifications, GATE/PGDC CET-2012 Score Card, CGPA/CPI conversion chart issued by the registrar/controller of examinations of the concerned 
university (in case of CGPA/CPI candidates).
G) SPONSORED CANDIDATES
The Candidates who are sponsored from any organization have to enclose a sponsorship  certificate issued by their respective organizations in the format given on the CBIP website.

Food Science and Quality Control :  Bachelors degree in Science or Technology having Food  Science, Food Technology, Chemistry, Biochemistry, Botany, Zoology, Home Science, Micro Biology, Family and Community Science or Nutrition as any one of the subjects in their curriculam with a minimum of 50% aggregate marks.

M.Sc. Food Technology & Quality Assurance: Degree in either Chemistry, BSc. Food Science and Quality Control, Biochemistry, Food Science and Technology, Food Technology and Quality Assurance, Microbiology, Biotechnology or Life Science with a minimum of 50% aggregate in the main subjects from a recognized University. 
           For all courses, SC/ST candidates need only a pass in the qualifying examination.
SEBC and OEC candidates will be given a relaxation  of 3% and 5% respectively in the prescribed minimum marks.   Weightage of marks for proficiency in NCC/NSS etc and bonus marks for Ex- 
Servicemen applicants and widows and children of Jawans/ Ex-Servicemen will be given as per the existing rules of admission. Reservation for candidates with outstanding records in sports and games shall be allowed as per rules.  3%of the seats under Merit quota are reserved for physically challenged candidates. 


How and When to apply :  
 Application forms can be downloaded from the website of the Mahatma Gandhi University  www.mgu.ac.in from  23.07.2012 onwards. An application fee of Rs. 400/- (Rs.200/-for SC/ST candidates) shall be remitted either at the cash counter of the University or at FRIENDS JANASEVANAKENDRAM or by way of M.G.University Chalan from State Bank of Travancore. Application fee can also be remitted by way of DD drawn in favour of the Finance officer, Mahatma Gandhi University payable at SBT M.G University Campus Branch (code No. 669). Fee once remitted shall not be refunded under any circumstances. Since the admission to the programme under merit and management categories is based on a common rank list prepared by the University based on the marks of qualifying examination and Entrance Test, all the candidates are required to submit applications in the office of the  Assistant Registrar (Acad II), M.G. University, 
Priyadarsini Hills, Kottayam PIN 686 560.  However, admission to management seats shall be made by the management concerned from the rank list irrespective of the rank secured by the candidate. 
If a candidate wishes to apply for more than one category of courses, he/she shall submit applications for each category separately. 
 Candidates awaiting results of the qualifying examinations are also eligible to apply for admission to the above courses provided they shall produce the proof of qualification on or before the last date prescribed by the University.

Centralized Allotment Process  
Admission /Allotment of seats under merit quota is  governed by a Centralised Allotment Process. Selection/ Allotment of a candidate to any college will be based on the rank of the candidate and the availability of the seats. While a reserved category candidate entitled to admission on the basis of his/her merit will have the option of taking admission to the colleges where a specified number of seats have been kept reserved for reserved category but while computing the percentage of reservation he/she will be deemed to have been admitted as an open category candidate and not as a reserved category candidate. 
 Admission memo will be issued to the selected candidates after the Centralized Allotment Process. It is obligatory for the candidates to report to the college to which he/she is selected.  Failure to appear before the Principal concerned for joining the course on the notified date and time will result in the forfeiture of his/her admission to the course and he/she will not be considered for any vacancies arising in future. 
 Vacancies arising after the first round of allotment of seats will be filled up according to the rank of the candidate and reservation norms. Option exercised at the time of counseling will be final and the candidate is bound to accept the allotment as per the option.  There will be no mutual transfer between the candidates from one college to another.
