Post Graduate Diploma in Air and Space Law (PGDASL) Admission Notice 2012

About the Course
Air and Space Law has become one of the most important branches of law in the recent period of time. The scientific and technological developments in the field of air and space are so rapid that they have posed challenge to the legal fraternity, since the first and second half of the twentieth century respectively. While the legal response to air technology has been primarily at the municipal level, despite a number of conventions at the international level, the legal response to space technology has been primarily at the international level, though now it is percolating into the municipal sphere.  At present, the significance of Air Law and Space Law needs no explanation due to indispensible uses of airspace and outer space for the purposes ranging from commercial to military. The increasing volume of disputes in the field of air and space has also resulted in the manifold increase in the legal practitioners working in the field of air and space at developed countries like United States, United Kingdom, Canada, Russia, Japan, France, Australia etc.

Keeping this in mind, the Post Graduate Diploma in Air and Space Law (PGDASL) is a unique initiative undertaken at NUJS, Kolkata. The Course is  designed to provide an in-depth understanding of Air Law and Space Law along with some fundamental  principles of public international law related to air and space. The course would be extremely useful to the candidates having wide-ranging background, from legal to scientific.

Course duration:  One year

Mode: Distance education

Qualification required: Bachelor degree in any discipline from a recognized University.
The course is also open to those candidates who are in the final year of Bachelor degree. However, the granting of the Degree (PGDASL) is contingent upon the successful completion of  the Bachelor degree by the candidate.

Subjects:
Paper I – International Law Basis of Air and Space Law
Paper II – Fundamentals of Air and Space Law
Paper III – Emerging Issues in Air Law
Paper IV – Emerging Issues in Space Law
Paper V – Dissertation

Components: Paper I to IV would compose of individual  project in each paper and annual examination.

Paper V would be a dissertation of about 50 to 60 pages on a topic chosen by the student in consultation with the teacher concerned. It would also contain a Viva-voce examination.

Study material: The study material on paper I to IV would be prepared and provided to the students during the first session of contact classes. The same would be sent by post to the students who do not attend the first session.

Library access: All the students are entitled to have access to NUJS library on all working days.
Contact classes: 12 hours per subject (except paper V). A session on research methodology would also be held to facilitate the writing of dissertation.

Biotechnology Industry Research Assistance Council (BIRAC), a Section 25 'Not-for-Profit Company' of Government of India, has been set up as Department of Biotechnology's interface agency, which serves as a single window for nurturing and promoting innovation led research. It helps to connect professional and institutional networks and provides support for quality innovation targeted at affordable solutions and product development through its various innovative schemes.

Contract Research and Services Scheme (CRS)
CRS endeavours to extend its support to academia in the form of grant-in-aid for validation of the Proof of Concept (PoC) by an Industrial partner. The scheme supports academia-industry interaction between research institutes, universities, public funded research laboratories, governmental organizations, research foundations and companies/industries.

Under this scheme, those academic partners who have already generated or have pre-existing scientifically established PoC/leads could seek support for specific research and validation process to be performed by company partners within a defined time frame. The industry partner in turn would complete the validation phase in a Contract Research mode.

In addition, if the academic group requires some specific services from the industry such as toxicology, sequencing, use of specific equipment etc. which form a part of validation of the PoC, it could also be supported underthis scheme.

Modalities of Funding
The academic partner will be given grant-in-aid for the research component required for the validation at their site as well as for the validation and contract research/service component(s) to be outsourced to the collaborating company(ies).

Who can Apply?

The Research group should necessarily have an established lead as evident by scientific data ready for validation/outsourced services and may fall under the following categories but not limited to:
(i) Validation of lab scale technology,
(ii) Small scale contract research resulting in generating several batches of process or multiple prototypes,
(iii) Large scale validation of prototype to commercial design.
b. Collaborating company(ies)
Only Indian Company(ies), registered under the Indian Companies Act 1956 with at least 51% Indian shareholding and having DSIR* recognised in-house R&D unit, interested to perform such a contract research service with academic partner are eligible.
